ESG Data Collection Tools
Introduction
To assist logistics small and medium-size enterprises (“SMEs”) in taking the initial steps towards embracing Environmental, Social and Governance (“ESG”) initiatives and preparing them for sustainability reporting, the Government has prepared a set of ESG data collection tools (“Toolkit”) as a facilitation measure to encourage collection and recording of ESG data by logistics SMEs. The Toolkit contains 3 files: (i) an ESG Data Collection Template in Excel format, (ii) a Data Dictionary in Excel format, and (iii) a User Manual in PDF format.

The Toolkit was developed by the Transport and Logistics Bureau (“the TLB”) to assist the Hong Kong logistics sector, particularly SMEs, in beginning their ESG journey and preparing for sustainability reporting.
The Toolkit comprises three components:
(i) ESG Data Collection Template – an Excel-based template that serves as a practical instrument for capturing and recording the logistics ESG data aligned with the schema.
(ii) Data Dictionary – a repository of metadata that provides detailed description of the data items outlined in the ESG Schema.
(iii) User Manual – a manual provides instructions and guidelines on using the Template and Data Dictionary.
You may use the Toolkit for the following purposes:
Any use of the Toolkit in commercial software or product, including integration into enterprise reporting tools or digital platforms, requires written permission from the TLB.
The Toolkit and all associated files are the property of the Government of Hong Kong Special Administrative Region and are protected by copyright and related intellectual property laws. No rights are transferred except those expressly granted under these terms.
You are permitted to download, print, make copies of, and distribute all information and materials from the Toolkit for personal or non-commercial internal purposes, on the following conditions:

The Toolkit and associated materials have been prepared with a high degree of expertise and professionalism, and are believed to be able to provide a useful and accurate approach for recording a company’s ESG key metrics. However, under no circumstances shall TLB be liable for any direct, indirect, special or consequential losses or damages that are claimed to have been resulted from the use of the Toolkit, its data or its methodology, or from the conduct of any user of the Toolkit.
These terms are governed by the laws of the Hong Kong Special Administrative Region. Any disputes that cannot be resolved informally shall be resolved through mediation by mutually agreed-upon body. This clause does not limit your statutory rights under applicable law.
TLB may update the Toolkit and these terms at any time. Continued use of the Toolkit after such updates constitutes your acceptance of the modified terms.
Privacy Policy and Provision of Personal Data
- The TLB will ensure that all personal data submitted through our webpage (“www.logisticshk.gov.hk”) is handled in strict adherence to the relevant provisions of the Personal Data (Privacy) Ordinance.
- The given information and identification will only be used for enrolment, compilation of statistics, future correspondence, obtainment of your feedback on TLB’s services, promotion of activities organised by the TLB and verification of identification. Apart from staff duly authorised by the TLB, no one will be given access to your personal information.
- Applicants for the Toolkit have the rights to request access to and request the correction of the given personal data.
